FOR SUBMISSIONS FOR THE CCICY NEWSLETTER 'SOAP-BOX'
The CCICY Newsletter now has a regular 'soap-box' feature
where members are invited to post on a topic related to
immigrant children and youth. Folks are invited to submit
pieces (300 or fewer words) on the following topics:
• Policy issues • Legislation • Programming • Services • Issues
and Trends • News about your organization or from your
region.
Soap-box submissions may be edited for length and content and are subject to
approval by the Newsletter editor and Barbara
Burnaby. Deadlines are the second
Friday of each month.

Hello Everyone!
In the city of Edmonton there has been a great effort
to unite individuals and organizations that already support
and seek to better support our immigrant and refugee children
and youth and their families.
The SAAIRCY (Strategic Alliance for the Advancement of
Immigrant and Refugee Children and Youth) Forum and its
subcommittee are now working on a second forum to bring
together individuals and organizations to enhance and support
summer programming for children and youth. In its initial
meeting, the subcommittee proposed that:
[T]he
best way to move forward on sharing information amongst
and between
summer programs and other stakeholders,
and building links that could lead to access to resources,
joint problem solving and support for program development
is to create the opportunity for ongoing connection
starting now and continuing over the summer. So… we
will meet regularly starting on May 15, 2008. The meetings will bring
together summer program providers for immigrant and refugee
children and youth (cultural communities /agencies/ schools
etc) with other stakeholders who could play a role in assisting
groups around program development, access to resources,
volunteer recruitment, transportation, etc. This will be
an organic process and will unfold to respond to what participating
providers say they would like in terms of support.
The first meeting, on May 15, 2008 at the Big Brothers/Big
Sisters center in Edmonton, was very well attended and
results will be sent on as quickly as possible. The next
meeting, to be held on May 26th, 2008, will be a full-day
Networking Workshop (9 am-4 pm) so that organizations and
individuals can (a) talk with each other; (b) figure out
to how to best support each other; and (c) plan such a
collaboration.
Update on Refugee Transportation Loans
Following the last SAAIRCY forum, a committee formed to
study how to repeal the requirement to repay the loans.
Contact with the Canadian Council for Refugees revealed
that although there was widespread awareness of the negative
impact of repayment, the CCR had not developed a formal
position/recommendation on the issue (essential for the
CCR to take action). CCR decided that the issue would be
raised through an information workshop at the CCR
convention in Winnipeg - May 21-23. Mary Fiakpui from Catholic Social
Services Edmonton (who is part of the Transportation Loans
Committee) will be co-leading this workshop.
A journalism student intern at the MCHB co-op helped
us to prepare a video about transportation loans for
refugees and identifies the impact of the repayment requirement.
The video includes interviews with refugee families,
representatives of school districts, ESL Department heads,
and a counselor at the Newcomer Health Centre. The video
will be used at the CCR convention, and as a tool to
raise awareness. Local television and the CBC have also
expressed interest.
As a result of advocacy by concerned organizations, Alberta
Health and Wellness (AHW) has been asked to write to
the Deputy Minister of CIC regarding the adverse health
impacts of this policy. Catholic Social Services also
raised this issue with senior CIC officials visiting
Edmonton recently. Unfortunately, their response was "there
is no problem - the payback rate on the loan is 94%.” This
issue will be raised with a UNHCR representative who
will be visiting Edmonton shortly.
